When purchasing a computer monitor, what is more far-reaching, the contrast ratio or the response time?

I am have a computer built and am trying to decide between two different Sceptre monitors.

Here are the specific webpages:

Thanks

Answer:

Get the 22

Slightly smaller but:

Better response time 2 ms Gray-to-Gray, compared to 8 ms

Better contrast ratio at 2000:1 compared to 1000:1

Much better resolution at 1680 by 1050 compared to 1440 by 900

The brightness is lower at 300 nits compared to 500. But to be exact more than bright enough for a computer monitor.
It really depends on what you plan on doing next to the monitor. A lower response time is good for things similar to fast behaviour gaming while a good contrast ratio will offer you a better overall picture with dark blacks.
