i can't boot my laptop computer when i boot it will basically repeat and repeat like restarting the computer again and again??

It depends on what point it fails to boot. Does it try to boot Windows? Can you boot contained by safemode? Does the BIOS boot?

i judge your hard drive is gone. It keep booting trying to find another boot device. either instrument you need to own it serviced..good luck R
